The Indian government has imposed “President’s Rule in Manipur” as the state grapples with ongoing ethnic violence and political instability. The decision comes days after Chief Minister “N. Biren Singh resigned” following pressure from the BJP leadership. The state has been witnessing severe unrest between the Meitei and Kuki communities for nearly two years leading to over 250 deaths.

Political Turmoil & Chief Minister’s Exit

On February 9th Manipur’s Chief Minister N. Biren Singh stepped down submitting his resignation to the Governor after a meeting with Union Home Minister Amit Shah. His exit was largely influenced by the BJP leadership in Delhi which feared an imminent no-confidence motion that could have led to political uncertainty.

The situation further escalated after an audio leak surfaced allegedly implicating the former CM in the supply of arms to the Meitei community during their clashes with the Kukis. The matter reached the Supreme Court prompting forensic examination of the recording.

President’s Rule Imposed Under Article 356

On February 13th the Union Home Ministry invoked Article 356 placing Manipur under President’s Rule. The state Governor's report indicated a failure of constitutional governance leading the Central Government to take direct control.

President’s Rule means

Dissolution of the state government

Direct governance by the Centre

Upcoming elections within six months

The move has drawn criticism from opposition parties questioning why the government delayed intervention despite prolonged violence.

Ongoing Violence & Security Concerns

Since May 2023 Manipur has seen relentless clashes between the Meitei and Kuki communities. The violence has led to

Over 250 deaths

Widespread arson and destruction

Thousands displaced from their homes

Despite BJP’s governance in Manipur, the law-and-order situation remained fragile prompting calls for President’s Rule from civil rights groups and opposition leaders.

Central Government’s Role Under Scrutiny

The opposition led by Rahul Gandhi and other leaders has slammed the Modi government for failing to control the crisis.

Prime Minister Narendra Modi has never visited Manipur since the violence erupted.

Multiple opposition leaders visited the state but no action was taken for two years.

With the Lok Sabha elections approaching opposition parties allege that the BJP ignored Manipur and allowed unrest to persist for political gains.

What’s Next for Manipur.?

- The Indian Constitution (Article 174(1)) mandates that fresh elections be conducted within six months of President’s Rule.

- The last Manipur Assembly session was on August 12th 2024 meaning a new session must be convened soon.

- Security remains tight but violence has not yet fully stopped.

The big question remains: Will Manipur find stability or will political turmoil continue.?
