Bihar is set to witness a historic electoral battle as the Election Commission of India announced that the state assembly elections will be conducted in two phases on November 6 and November 11, 2025 with counting scheduled for November 14. Chief Election Commissioner Gyanesh Kumar made this landmark announcement during a press conference in New Delhi, introducing 17 revolutionary electoral reforms that will transform how elections are conducted across India.

Revolutionary Electoral Innovations Transform Voting Experience

The 2025 Bihar elections will be the first in India to feature several groundbreaking innovations designed to enhance transparency and voter convenience. The most significant change involves colored photographs of candidates on Electronic Voting Machines (EVMs) replacing the traditional black-and-white images, making candidate identification significantly easier for voters.

Additionally, booth-level officers will carry official ID cards for the first time, ensuring better accountability and voter confidence. The Election Commission has also mandated that mobile phones must be deposited outside polling stations in designated areas, maintaining the sanctity of the voting process.

Historic Booth-to-Voter Ratio Reduction Implemented

Bihar becomes the first state in India where every polling station will have a maximum of 1,200 voters, reduced from the previous limit of 1,500. This landmark decision has resulted in the creation of 12,817 additional polling stations, bringing the total number of booths to 90,712 across the state.

·       Chief Election Commissioner Kumar emphasized: “So that the queues are not long and efficient management of crowd, we have mandated 1,200 voters per booth”. This reduction aims to significantly decrease waiting times and improve the overall voting experience for Bihar’s 7.43 crore eligible voters.

Complete Webcasting Coverage Ensures Transparency

In an unprecedented move toward electoral transparency, 100% webcasting coverage will be implemented across all 90,712 polling stations in Bihar. This comprehensive digital monitoring system will provide real-time oversight of the entire voting process, making these elections the most transparent in Indian electoral history.

The Election Commission has also announced that 1,044 polling stations will be managed entirely by women, demonstrating the commitment to gender inclusivity in electoral administration.

Special Intensive Revision Controversy Addressed

The controversial Special Intensive Revision (SIR) of electoral rolls, which reduced the voter count from 7.89 crore to 7.43 crore has been defended by the Election Commission as a necessary “purification” process after 22 years. Chief Election Commissioner Kumar stated: “Bihar has shown the rest of the country the path towards the purification of voter rolls”.

The SIR process, completed between June 24 and September 30, 2025, involved 90,207 Booth Level Officers working systematically to eliminate duplicate registrations, deceased voters and address migration-related discrepancies. Despite political criticism, Kumar emphasized that the process followed legal protocols and improved electoral integrity.

Enhanced Accessibility and Voter Services

The Election Commission has introduced several voter-friendly initiatives for the Bihar elections. Home voting facilities will be available for voters above 85 years of age, ensuring elderly citizens can exercise their democratic right without physical hardship.

Furthermore, 250 polling stations will feature horse-mounted police patrols, adding a unique security element while maintaining law and order in remote areas. Help desks, ramps and volunteers will be available at all polling stations to assist differently-abled voters.

Political Battleground: NDA vs Mahagathbandhan vs Jan Suraaj

The electoral contest will primarily be a three-way battle between the ruling National Democratic Alliance (NDA) led by Chief Minister Nitish Kumar, the opposition Mahagathbandhan spearheaded by Tejashwi Yadav’s RJD and the new entrant Jan Suraaj Party led by political strategist Prashant Kishor.

·       The NDA currently holds 131 seats (BJP: 80, JD(U): 45, HAM(S): 4, Independents: 2)

·       while the Mahagathbandhan controls 111 seats (RJD: 77, Congress: 19, CPI(ML): 11, CPI(M): 2, CPI: 2) in the outgoing 243-member assembly.

Advanced Vote Counting Procedures Introduced

The Election Commission has implemented new counting protocols to address discrepancies between Form 17C data and EVM counts. Previously, any mismatch required complete VVPAT (Voter Verified Paper Audit Trail) recounting but the new system allows for more targeted verification processes.

Postal ballot counting will now be completed before the final two rounds of EVM counting, ensuring better transparency and reduced delays in result declaration.

Constituency Details and Reserved Seats

Bihar’s 243 assembly constituencies include 2 seats reserved for Scheduled Tribes (ST) and 38 seats reserved for Scheduled Castes (SC). The diverse demographic composition reflects India’s commitment to inclusive democratic representation.

The Election Commission has confirmed that over 14 lakh first-time voters are eligible to participate, representing a significant youth demographic that could influence the electoral outcome.
