Saudi Arabia Takes the Lead in Global AI Governance

Saudi Arabia is emerging as a global leader in artificial intelligence (AI) governance setting policies that ensure responsible and inclusive AI development. Abdullah Al-Ghamdi President of the Saudi Data and AI Authority (SDAIA) highlighted the Kingdom’s initiatives during the AI Action Summit held in Paris from February 10th – 11th.
Saudi Arabia’s AI Vision
Al-Ghamdi emphasised the need for strong AI governance as the technology reshapes industries, economies and societies worldwide. He stressed that AI policies should involve governments, businesses and communities to ensure fair and ethical advancements.
Saudi Arabia has taken proactive steps by publishing 65 AI-related policies on the OECD’s AI Policy Observatory ranking third globally after the US and the UK. Additionally the Kingdom has launched an AI Policy and Incident Observatory for the Middle East in Arabic promoting transparency and regional cooperation.
Global AI Leadership
Saudi Arabia’s commitment to AI governance is evident in its leadership roles
- Hosted the first Global AI Summit in Riyadh in 2020.
- Organised the largest AI summit in 2024 with participants from over 100 countries.
- Established the International Center for AI Research and Ethics in Riyadh under UNESCO.
AI Ethics and Islamic Values
Saudi Arabia integrates Islamic ethics into AI governance. In 2023 it hosted the largest consultative session of the UN Advisory Body on AI uniting 53 Islamic nations. This effort led to the launch of the Riyadh Charter for AI Ethics, impacting 2 billion Muslims worldwide.

Future Goals
The Kingdom aims to shape AI policies globally supporting ethical AI use and responsible innovation. In 2025 Saudi Arabia will actively contribute to the Global Partnership on AI ensuring an inclusive and transparent AI ecosystem.
With strategic policies ethical AI development, and international collaboration Saudi Arabia is positioning itself as a key player in AI governance. The Kingdom calls for a unified global approach to ensure AI serves humanity equitably.
