Shoplifting incidents are becoming more frequent in Singapore posing challenges for business owners who struggle to balance security measures with daily operations.
Rising Shoplifting Trends
Shoplifting cases have increased for the third consecutive year with nearly 4,000 cases reported in the year 2023 – a 21.4% rise from the year 2022. Losses mostly involve low value items but some cases include expensive branded goods.
Challenges Faced by Shopkeepers
Retailers are adopting measures like CCTV cameras and hiring more staff but these steps have limitations. High foot traffic and outdoor displays make it hard to monitor every customer especially during peak hours.
For instance cosmetics store leader Madam Hoe Wan Ping shared her experience of dealing with thefts, including an incident involving 400 Dollar worth of branded items. Some shopkeepers like those at Mustafa Centre face daily cases but rarely report them due to time constraints.
Shoplifters' Profiles
Shoplifters vary across age groups from teenagers to well dressed adults. While some steal out of necessity others take items seemingly out of impulse. Items commonly stolen include food, cosmetics and clothes.
Security Measures in Place
Retailers like Sheng Siong and Watsons have incorporated advanced technology like facial recognition in their CCTV systems. Despite these upgrades thefts persist. Businesses are also part of the Shop Theft Awareness for Retailers (STAR) program, aimed at reducing such incidents through preventive strategies.
Why Some Cases Go Unreported
Many shopkeepers choose not to file police reports describing the process as time consuming. Instead they focus on immediate solutions like issuing warnings or recovering stolen items.

Impact on Businesses
Shoplifting not only causes financial losses but also impacts staff morale. Employees often need to cover losses for high value items adding to their stress.
Shoplifting remains a complex issue for retailers in Singapore. While technology and preventive programs help addressing the root causes and strengthening enforcement are essential to curb this growing problem.
