The Transport General Authority is cracking down on violations, with fines up to SR100,000 ($26,600) and vehicle confiscation for non-compliance. This guide, built with Google Trends and X insights, details the rules, logistics and safety measures for a hassle-free pilgrimage.

Details & Context
The Saudi Transport General Authority has mandated that all transport operators, particularly in Makkah, verify passengers’ Hajj permits or valid work and Makkah-residence entry permits before travel to Makkah or the holy sites. Effective April 29th, 2025 these rules aim to manage crowds and enhance pilgrim safety, as reported by the Saudi Press Agency (SPA) on May 3rd, 2025. Violators transporting unauthorised passengers, such as visit visa holders, before June 10th face severe penalties including fines of SR100,000 and potential vehicle confiscation, as determined by the relevant courts.

The Roads General Authority has maintained 7,400 km of roads and inspected 247 bridges, deploying 300 road monitors and advanced surveillance technologies.

·      Rail Transport: Saudi Arabia Railways will run 2,000 trips on the Al-Mashaaer Al-Mugaddassah Metro, transporting over 2 million passengers between Mina, Muzdalifah and Arafat. The Haramain High-Speed Railway with 35 trains at 300 km/h will connect Makkah and Madinah including a stop at King Abdulaziz International Airport.

·      Maritime Transport: Jeddah Islamic Port will handle 5,000 pilgrims with 436 staff managing logistics.

The National Transport Safety Center has implemented a 24/7 operational plan to respond to accidents across all transport modes during peak Hajj ensuring rapid response from Jeddah to the holy sites. The Ministry of Transport and Logistic Services emphasised its commitment to Saudi Vision 2030, aiming to enhance the pilgrim experience through top-tier services. Historical data from the SPA indicates that Hajj 2024 saw 1.8 million pilgrims, with similar numbers expected for 2025, underscoring the need for robust logistics.

Impact Analysis
These regulations will significantly impact transport operators who risk financial losses and operational disruptions if they fail to comply. For pilgrims, the rules promise a safer more organised journey reducing risks of overcrowding and unauthorised access. The focus on security cooperation ensures efficient crowd management, crucial for an event of Hajj’s scale. However, some operators may face challenges adapting to the new requirements especially smaller businesses with limited resources. On X, users debate the fines with some saying, “SR100,000 is too harsh for small operators.!” (@MakkahTrans, May 3rd, 2025), while others argue, “Safety matters more—rules must be strict” (@HajjSafetyFirst, May 3rd, 2025). The measures align with Saudi Arabia’s goal of enhancing the pilgrimage experience, potentially setting a global standard for large-scale religious event management.

Saudi Arabia’s Hajj 2025 transport regulations, effective April 29th, prioritise pilgrim safety and compliance, ensuring a seamless experience for millions. Operators must adhere to strict rules or face penalties while pilgrims benefit from enhanced logistics across air, sea, land and rail.
